Permissions: OOPs! All Powers!
Objects of Power, or OoPs, are objects with thematic, extradimensional powers that grant Jesse the ability to use them when she is bound to them. As of post-game, she has access to the following OoPs:
The Service Weapon: a gun that ordains her by the BOARD to be the Director of the FBC. While its default form (Grip) is a basic handgun, it can also change shape to function as a shotgun (Shatter), a semi-automatic (Spin), an armor-piercing charged gun (Pierce), explosive charged rounds (Charge), and a sticky grenade launcher (Surge), though it will always be handgun sized. Rather than traditional bullets, it fires chunks of itself, and thus recharges over time. Canonically able to be used as other weapons and implied to be Excalibur.
Anyone who tries to steal the Weapon will not be able to fire it - you need to be bound to it for that, and it is bound singularly to Jesse.
Hotline: a Bakelite telephone that allows her to speak clearly with extradimensional entities, or the dead.
This means that rather than being able to directly contact Jesse, any initial attempts made by a character to contact her psychically will instead come through as a psychic overlay to Jesse, with no clear indication she has received the message from the sending character until/unless she directly contacts them in return.
Merry-Go-Round Horse: Grants Evade, which allows her to move in quick bursts of movement to dodge attacks.
Floppy disk: Grants Launch, which allows her to telekinetically hoist up to three large items, including people, and throw them around. Essentially amplifying her already-present telekinetic ability.
Home Safe: Grants the Shield ability, which lets her grab random items or debris around her to shield herself, and also fire them at offenders.
X-Ray Light Box: This allows her to Seize people, forcibly possessing individuals for brief periods but killing them from the psychic trauma afterwards.
Benicoff TV: Allows Jesse to Levitate, reaching a height of around 10 yards and allowing her to fall at a safe speed.
There's also the matter of Polaris herself: regardless of whether she's an alternate dimensional being attached to Jesse, or an innate part of Jesse manifested by Polaris or Hedron's general existence, the end result is the same - Jesse is the most powerful parautilitarian in the history of the FBC, and primed to be the next Director due to the massive amount of connections she can make to OoPs. As well, Polaris grants her some other abilities.
Jesse cannot be possessed or corrupted by any malevolent entity; Polaris essentially "silences" them to prevent them taking hold.
She can extend this protection to others, both by actively forcing out other entities, and by being a passive battery to the HRA units that protect other FBC agents from the Hiss.
The ability to connect to and travel through the Astral Plane unharmed, and by extension connect to multiple objects with extradimensional powers at no personal risk.
An implicit sense of where she is supposed to be going; less foresight or prophetic senses as much as a general vibe or particularly accurate gut instinct, as Polaris is shown to be guiding her to some degree.
Because some of these could of course be affecting other characters without their IC permission, here are some OOC permissions!

Would your character be able to interact with the Hotline? Probably not. There's honestly some things that really aren't explained about Vincent but at least telepathy doesn't really seem to play much into his OG/Dirge timeline (which is the canon I'm playing him from).
Can Jesse use Launch to rescue your character? I do prefer that moments like these be kept framed in an open ended prose (e.g. Jesse reaches out with Launch, seeking to wrest Vincent from harm's way. ) but I am perfectly okay with using it on Vincent in general. You know, without needing to message for permission first. I'll work with ya! :D
Can she use Launch to throw your character? Same as above/totally down for The Bit sometime happening!
Would you be alright with Jesse using Seize on your character, if the need arose? So tentatively no here. Interestingly, this is one of those cases where Jesse could probably use Seize and NOT kill the individual. Vincent just doesn't die and has a lot of mental securities against trauma through psychic 'damage' besides. But I'm also not sure if Jesse COULD. Firstly, he's already playing host to Chaos, a planetary 'WEAPON' whose purpose is to destroy all life as part of a cycle to launch off a dying world to find another to inhabit. Can she Seize something that's already possessed? I'm fairly sure if it did happen Polaris would probably protect her from the crazy that is trying to possess Vincent but!
Anyway if this happens, it would need to be talked out in advance for sure. It's one of those spoopy situations you run into cross-canon and the two might just... cancel one another out in the end.
Would you like Jesse to be able to use Polaris to free your character of outside supernatural influence? Depending on what's going on, could be a possible solution.
Would your character be able to sense Polaris? ??? Honestly not sure. I only know a very limited amount of the canon so I'd need a little more info on how Polaris exists before I can make that call.
Would your character's abilities interact with Polaris in any way? There shouldn't be anything Vincent does (other than magic induced status ailments) that would interact with Polaris. Unless Jesse tries to Seize Vincent. Which, see above. XD

And yeah I definitely wouldn't godmod yanking Vincent around without running it by you OOCly, but holy shit it would be funny to send this dignified emo bitch flying.
And funny enough, she explicitly can canonically possess someone who is already possessed: that's how the Hiss work. They possess humans, functionally destroying their higher thought and turning them into horrible alien zombies, but she is overwriting both the Hiss and whatever debatable amount remains of their human presence. She's also shown to be able to if not Seize then eject the Hiss from its primary and thus most powerful host, another psychic on the same power level as her, if not higher. I feel like the most likely scenario would be possessing whichever mind is dominant at the time, whether it's Vincent or Chaos, but Chaos would be able to eject her by surfacing, and can probably shake off Seize but would definitely be staggered for a little while, as it's an extremely significant distraction, with Polaris protecting her from backlash but definitely fucking them both up. But again this would be an extremely unlikely scenario, so no stress for now!
Polaris herself is kindasorta not really an independent presence? She only has pronouns because for most of her life Jesse considered her an independent entity, but as of canon events her Earthly presence resides solely in Jesse now - essentially she has a nuclear bomb in her brain that loves her and gives her psychic powers, and can actually be tapped into by other objects/presences in order to be used as a battery with no ill effect. She's tangible in the sense that she has an extremely distinct resonance, more like a radio signal than an aura metaphysically.

Yeah I was thinking most of Vincent's transformations, not just Chaos, would probably toss Jesse 'out' because the transformations do (game mechanics wise) protect from mental-based status ailments. But especially Chaos.
Read some more about Polaris plus what you said here. Vincent might be able to sense something 'off' but only in a vague way. A bit of a combination of supernatural senses and the way beasts might pick up on frequencies humans can't. Probably lean toward when Polaris is actively doing something, opposed to a 'passive' presence and for some like... important RP moment. No sense in wasting good CR fodder. Will be looking forward to shenanigans!
